Paint Fence Or Replace Fence?

Pictured is an older painted fence.  The fence has hail damage to the painted surface.  The insurance carrier paid only to repaint the fencing.

The contractor is questioning the feasibility of painting inbetween the fence pickets without messing up the neighbors side of the fence with his paint brush strokes.

Due to the age and condition of the fence pickets it would not be possible to remove repaint and then renail the existing fence pickets without damaging them further.
